Quick answer

What does a chemicals, paper or textile company need from plantation and restoration?

Since 29 October 2025, new environmental clearances set green belt minimums by pollution category. Red and orange units in critically or severely polluted areas need 40%. Chlor-alkali, pulp and paper and textile units also have emission-intensity targets under CCTS, which plantation does not reduce. Paper mills rely on farm-grown wood, which IPMA says supplies over 90% of their demand.

Plantation and restoration for chemicals, fertilisers, pulp and paper, and textiles: what applies

These sectors now face carbon market targets and revised green belt rules at the same time. The table shows what each rule asks and where plantation genuinely helps.

Rule What it asks How plantation helps Source
CCTS: GHG Emission Intensity Target Rules (chlor-alkali, pulp & paper, 8 Oct 2025) Cut emission intensity per unit of product in 2025-26 and 2026-27 against 2023-24; buy certificates or pay compensation if missed No: trees do not reduce plant emission intensity or count towards the target ICAP
CCTS targets for textiles (January 2026) Unit-wise intensity targets for textile entities, with refining, petrochemicals and secondary aluminium (208 entities) No: plantation sits outside CCTS compliance The Statesman
MoEFCC OM on green belt criteria (29 Oct 2025) Category-based minimum green belt, e.g. red standalone units 20-25%, orange 15-20%; red estates 15% Yes: plan, plant and maintain the required belt CHEMEXCIL circular
Same OM: critically and severely polluted areas At least 40% green belt for red and orange units in CPAs and SPAs; ex-situ planting maintained at least five years Yes: dense on-site belts and off-site planting with five-year care CHEMEXCIL circular
Model Rules for Felling Trees in Agricultural Lands (18 Jun 2025) Farm trees registered on NTMS; auto NOC up to 10 trees, verification above 10 Yes: eases farm forestry that supplies pulpwood, with farmers keeping wood income Down To Earth
Green Credit Programme Restore degraded forest land; credits after five years and 40% canopy density Yes: plantation support on forest department land, usable for CA, CSR or statutory plantation PIB, 16 Mar 2026

Fertiliser targets under CCTS were proposed in June 2025; check the latest notification for their status.

Carbon market: keep plantation separate

Chlor-alkali, pulp and paper, and textile units have intensity targets for 2025-26 and 2026-27. Trees do not lower those numbers.

Use plantation for green belts, CSR, BRSR and voluntary net-zero claims, alongside real cuts. Read our CCTS guide for these sectors.

Green belts by pollution category

Many older environmental clearances carry a condition of green belt on at least 33% of the area. A MoEFCC office memorandum of 29 October 2025 replaced that uniform figure for new clearances with category-based minimums. Off-site planting is allowed beyond the minimum, with five years of maintenance. See our green belt and water guide.

Water for clusters

Chemical and textile clusters depend on local water. Restoring community ponds and lakes, after effluent is treated to consent standards, builds goodwill and fits CSR.

Paper: wood from farms

IPMA says over 90% of the paper industry's wood comes from agroforestry and farm forestry. Farmers keep the wood and fruit income. See our farm forestry guide.

Questions chemicals, paper and textiles companies ask

How much green belt does our site need?

It depends on your environmental clearance. Older clearances often set 33% of the area; for new and pending applications, a ministry memorandum of 29 October 2025 sets minimums from 10% to 40% by category. Work out your area and trees with our green belt calculator.

Is the 33% green belt rule still in force?

For new clearances, a MoEFCC memorandum of 29 October 2025 set category-based minimums instead. Existing clearance conditions stay until changed.

Can tree planting help us meet our CCTS target?

No. CCTS targets measure emissions per unit of product at the plant. Trees do not change that number.

Does Grow Billion Trees sell carbon credits?

No. We do not sell CCTS carbon credits from these plantations. Any carbon figures we report are estimates.

Can we plant our green belt off site?

Beyond the minimum, yes. The 2025 rules allow ex-situ planting with forest departments or local bodies, maintained for at least five years.

Do farmers in your agroforestry programmes earn carbon income?

No. Farmers keep the income from fruit and timber. They do not earn carbon income.

Can pond restoration count as CSR?

Voluntary restoration of community water bodies can fit Schedule VII. See our CSR checklist.

How is pricing worked out?

Green belt, agroforestry and water work are priced per project after a site survey. Single trees are ₹299 each: a 2-3 ft sapling, planted, cared for three years and geo-tagged.
