Plantation and restoration for infrastructure projects: what applies

Roads, rail, ports and airports clear land, and most approvals come with planting duties. The table lists the main ones we could source. State and city rules vary, so check locally.

Highways: survival is the contract

Under the Green Highways Policy, avenue and median planting is routine. NHAI tracks each plant on its Harit Path app and links growth to contractor payment.

Trees in the alignment

Metro, rail and road projects often need trees moved or replaced. Delhi data reported by Outlook showed only about one-third of transplanted trees survived over three years.

Which policy governs plantation on National Highways?

The Green Highways (Plantation, Transplantation, Beautification & Maintenance) Policy, 2015, implemented by NHAI through an SOP since 2019.

Who replaces dead plants on highway projects?

PIB reported that highway contractors are liable to replace missing or dead plants, and that plant growth is linked to payment.

Is there one national rule on felling trees for projects?

Not for non-forest land. States and cities set their own rules. Delhi, for example, asks for 10 saplings per tree felled.

Should we transplant or replace trees?

It depends on species, size, health and aftercare. Many projects do both. See our transplantation guide.

Do ports have a green belt target?

The Harit Sagar guidelines ask Major Ports to raise green belt above 20% of port area by 2030 and 33% by 2047.

Can mangrove restoration earn carbon credits under CCTS?
