Captive Iron Ore Mine Reclamation for Steel Companies

Captive iron ore mines need progressive and final mine closure plans, backed by financial assurance. This comes from the Mineral Conservation and Development Rules, 2017. The rules require separate storage of topsoil, waste and tailings, backfilling where possible, and yearly reports. Staged native revegetation turns these duties into stable, green land that inspectors can verify.
Which rules govern iron ore mine reclamation?
Iron ore is a major mineral, so its mines follow the Mineral Conservation and Development Rules, 2017 (MCDR). The Indian Bureau of Mines (IBM), or the State where it runs its own system, oversees them.
Each mine also has its own environmental clearance and, where forest land is involved, forest clearance conditions. Read all three together before planning any planting.
What does MCDR 2017 require?
| Rule | What it requires | Where plantation fits |
|---|---|---|
| Rules 22-23: closure plans | A progressive mine closure plan as part of the mining plan, and a final mine closure plan. | Revegetation of dumps, benches and safety zones is central to both. |
| Rule 24: final plan | Submitted for approval two years before proposed closure or surrender. | Planting started years earlier is already established by then. |
| Rule 26: yearly report | Report before 1 July each year on protective and rehabilitation work against the plan. | Survival counts and maps feed it. |
| Rule 27: financial assurance | A per-hectare bank guarantee: five lakh rupees for Category A and three lakh rupees for Category B mines. | Reclamation spending is counted against the assurance due. |
| Rule 35: star rating | At least three stars within four years, kept every year, with self-assessment and digital images. | Visible reclamation supports the rating. |
| Rule 36: topsoil | Removed separately and used for restoration, or stored for later. | The best base for planting. |
| Rule 37: dumps and tailings | Overburden, waste rock, rejects, fines and tailings stored in separate, secured dumps; backfilled where possible. | Stabilised dumps and backfill are planted. |
| Rule 44: flora | Mining must cause least damage to flora in and near the lease. | Native planting restores lost cover. |
Rule 35 also lets IBM suspend mining where the three-star rating is not reached or kept. The financial assurance is released only after the final closure plan is certified as complete.
What makes iron ore sites hard to restore?
Iron ore mines often sit on hills with heavy monsoon rain. Bare dumps and benches erode fast, and runoff can carry fines into streams.
- Waste dumps are steep, stony and low in organic matter.
- Fines and tailings need to stay contained, so planting must not disturb their storage.
- Haul roads and loading areas raise dust through the dry season.
- Many leases border forests, so species must match the surrounding forest.
How should reclamation be staged?
| Area | What to do | What to record |
|---|---|---|
| Before stripping | Survey native species, collect seed, strip and stack topsoil separately. | Topsoil volume and location. |
| Active dumps | Terrace slopes, build toe walls and contour trenches, sow grasses and legumes. | Area, slope and cover after each monsoon. |
| Inactive dumps and backfill | Spread topsoil, plant mixed native trees and shrubs in improved pits. | Species, counts, survival and photos. |
| Safety zone and boundary | A dense multi-row belt matched to the nearby forest. | Length, rows and survival. |
| Haul roads | Avenue rows and shrub strips on the downwind side. | Length and survival. |
Grasses and nitrogen-fixing shrubs bind the surface first. Trees follow once the slope holds, usually from the next monsoon.
Which species suit iron ore dumps?
Use natives of the surrounding forest type, checked with the State Forest Department. Fast exotic monocultures may green a slope quickly but add little to biodiversity.
- Pioneer layer: local grasses, legumes and hardy shrubs.
- Early trees: karanj, siris, khair, bamboo and other local nitrogen fixers.
- Later trees: sal, mahua, jamun, arjun, kusum and other forest species.
Pits on poor dumps benefit from compost and, where useful, biochar to hold water and nutrients.
How do compensatory afforestation and green credits fit?
Where a mine uses forest land, compensatory afforestation is a separate duty under forest clearance. See our compensatory afforestation explainer.
The Green Credit Programme restores degraded forest land registered by State Forest Departments. A March 2026 reply in Parliament lists selected parcels in 12 states, including Odisha, Jharkhand and Chhattisgarh.
Credits come only after five years and at least 40% canopy density. Land restored under the programme can be exchanged to meet compensatory afforestation needs; see our Green Credit Programme guide.
Reclaiming your own lease, by contrast, is a closure-plan duty. Do not present it as an extra credit or an offset.
How should progress be monitored?
- Block-wise maps of planted dumps, benches, roads and boundaries.
- Survival counts after each monsoon, with replacement planting.
- Fixed-point photos and yearly satellite or drone images, which also support the star rating.
- Reclamation spend, to set against the financial assurance.
The same records can feed land and biodiversity disclosures; see BRSR Principle 6.
Who should own reclamation inside the company?
Reclamation often falls between the mines, environment and CSR teams. Give one owner the closure plan, the planting budget and the yearly report, so nothing slips between them.
How Grow Billion Trees helps
We survey the lease, read the closure plan and design staged native revegetation for dumps, benches, roads and boundaries. We plant, care for every tree for three years, geo-tag it, and report progress on GreenTrack. Reclamation is priced per project after a site survey; see our steel industry page.

Frequently Asked Questions
Do captive iron ore mines need mine closure plans?
Yes. MCDR 2017 requires a progressive mine closure plan within the mining plan and a final mine closure plan before closure.
What is the star rating for mines?
Rule 35 requires each mine to reach at least three stars within four years and keep it, with a yearly self-assessment and digital images.
Can spending on reclamation reduce the financial assurance?
Yes. Rule 27 counts reclamation spending under progressive closure against the assurance due.
Should we plant directly on tailings?
Tailings must stay in secured storage under Rule 37. Plant around them, and on dumps only once they are stable and covered with soil.
Can reclaimed mine land earn green credits?
Green credits apply to registered degraded forest land, not to your own lease reclamation. Treat lease reclamation as a closure-plan duty.
Does mine reclamation count towards our CCTS target?
No. CCTS targets cover the plant's own scope 1 and scope 2 emissions; see our steel CCTS guide.
