Quick answer

What does a government body or PSU need from tree plantation?

CPSEs above the s.135 thresholds spend 2% of average net profit on CSR, and DPE asks them to put around 60% into a common theme with preference for aspirational districts. National campaigns such as Ek Ped Maa Ke Naam, which met its 80 crore seedling target in September 2024, and the Nagar Van Yojana add planting days and urban forests. Under the Green Credit Programme, credits come after five years and 40% canopy density and can be used for compensatory afforestation, CSR or statutory plantation.

Government and PSUs: what drives plantation

Central and state PSUs, departments and municipal bodies plant under CSR, national campaigns, the Green Credit Programme and site duties. The cards below show what each one asks and where plantation fits. Survival after the first monsoon is the common gap.

Driver What it asks How plantation helps Source
CSR spending by CPSEs (Companies Act 2013, s.135) Profit-making CPSEs above the net worth, turnover or profit thresholds spend 2% of average net profit on Schedule VII activities. Yes: Schedule VII includes environmental sustainability and agroforestry, so plantation is an eligible CSR activity. DPE note on CPSEs: CSR (s.135 and 2018 advisory)
Thematic CSR for CPSEs (DPE advisory, 2018; themes for FY 2026-28) Around 60% of annual CSR goes to a common theme, with preference for aspirational districts. Sport is a common theme for FY 2026-27 and 2027-28. Partly: the named common theme for FY 2026-28 is sport, so plantation usually sits in the rest of the CSR budget. Aspirational-district sites help. The Hans India: DPE common CSR theme for FY27 and FY28
Green Credit Programme (MoEFCC, 2023) Entities fund planting on degraded land; green credits are issued after five years and 40% canopy density. Yes: credits can be used toward compensatory afforestation, CSR or statutory plantation duties. They are not carbon credits. PIB: Green Credit Programme
Ek Ped Maa Ke Naam (MoEFCC, 2024) A national campaign to plant a tree in one's mother's name. The 80 crore seedling target was met on 25 September 2024. Yes: departments and PSUs can run staff and community planting days under the campaign, with care beyond the first season. PIB: Ek Ped Maa Ke Naam, 80 crore seedlings planted
Nagar Van Yojana (MoEFCC, 2020) Creates urban forests in cities with municipal bodies, with local communities, NGOs, educational institutions and local bodies. Partly: forest departments and urban local bodies run Nagar Vans. Partners can help plant, maintain and monitor them. All India Radio News: 385 Nagar Van Yojana projects approved
Procurement on GeM (plantation service) Departments buying plantation work can use GeM's plantation service terms covering afforestation and maintenance. Yes: plantation plus multi-year maintenance can be bought as a service, with care built into the scope. GeM: Special terms and conditions for plantation service

CPSE CSR: plan around the common theme

With most CSR going to the common theme, plantation competes for the balance. Choose sites in aspirational districts where you can, and plan three years of care from the start. Agroforestry with farmers keeps fruit and timber income with them. See agroforestry.

Campaign days need care after the photo

National campaign drives such as Ek Ped Maa Ke Naam plant many saplings in a day. Budget for watering, replacement and geo-tagging so the trees count in two years. Our survival methodology shows how we track this.

Compensatory afforestation and green credits

Project-owning PSUs often carry compensatory afforestation duties. Green credits can be used toward these under the Green Credit Programme. Read our CAMPA guide and government mandates.

Questions from government and PSU teams

Can a CPSE spend CSR on tree plantation?

Yes. Schedule VII includes environmental sustainability and agroforestry. DPE also asks CPSEs to put around 60% of CSR into a common theme, so plantation usually sits in the balance.

What is the CPSE common CSR theme now?

News reports in June 2026 said DPE named development of sporting activities as a common CSR theme for FY 2026-27 and 2027-28. Check your administrative ministry's latest instructions before planning.

Can green credits be used for compensatory afforestation?

Yes. Under the Green Credit Programme, credits are issued after five years and 40% canopy density and can be used for compensatory afforestation, CSR or statutory plantation. See our green credit guide.

How can a department take part in Ek Ped Maa Ke Naam?

Run a planting day for staff and families on identified public land, then fund three years of care. See how to take part.

Can a municipal body partner on a Nagar Van?

The scheme works with local bodies, communities, NGOs and educational institutions. We can plant, maintain and monitor urban forest sites. Read our Nagar Van guide.

Can plantation be bought through GeM?

GeM has plantation service terms that cover afforestation and maintenance. Talk to us about the procurement route your rules allow.

What does a PSU plantation project cost?

Projects are priced per project after a site survey, because land, water and species differ. Each tree is a 2-3 ft sapling, planted, cared for three years and geo-tagged.
